where can I buy Poly-Film to cover sides of my balconey? ?

I need something that lets the light in. I do not want something that will block the light from coming in. I thought of putting those white tempo like tarps, but then I will not see outside. If someone kjnows where I can get a see threw plastic that is still pretty solid, I would love to know where to buy it??

Look in the paint section of any home improvement store. They have all kinds of rolled plastic sheeting, from very thin stuff (like saran wrap) to very thick stuff (thicker than heavy duty trash bags) in various sizes.

The plastic sheeting is opaque. That is, it lets light through, but you can't see through it. I just don't know how you would affix it to the sides of your balcony. I have found that duct tape doesn't stick well to plastic sheeting. Especially the thicker stuff.

I used heavy plastic sheeting around a gazebo (one of those metal kit ones) while having a remodel done to store furniture and appliances. I ended up putting holes in strategic locations throughout the edges of the plastic, where I could use zip ties to secure the plastic to the metal frame every 6 - 12 inches. This actually lasted about a year and a half with no damage to it, and through some particularly windy storms.
