What plants grow well and look good together on an outdoor bed that gets lots of water in Zone 9?

Help! I live in Palm Springs, CA (Zone 9) and have a garden bed (approx. 10 'x 4') next to a swimming pool. My dog is going in the pool and comes near the bed, saturating the bed. Need some of the plant (s) that look good together ... color is ... and tolerates the sun (in the morning to 16:00 ... then shade) ... and not grow so high as to obstruct the view of the pool. I was thinking about Golden Moneywort bolders along with a couple big (to break the monotony of Moneywort de Oro). But I think that this plant only one, even rock couples, could be boring. Can anyone suggest what to do with this bed? I would prefer not having to plant each season, if possible. I'm confused! Thank you very much!
